In a major decision, the Chhattisgarh government has abolished the requirement of a state-level license for setting up petroleum retail outlets, i.e., petrol pumps. This change was officially enforced through a notification issued by the Food, Civil Supplies, and Consumer Protection Department on November 14, 2024. From now on, entrepreneurs only need to comply with the regulations under the Central Petroleum Act to open a petrol pump. The earlier system requiring dual approvals has now been streamlined.
What Has Changed and Why It Matters
Previously, to start a petrol pump, entrepreneurs had to obtain a purchase and sale license from the state’s Food Department through the District Collector. This license needed to be renewed annually or once every three years. The dual-approval process from both the state and central governments led to extra time, costs, and bureaucratic hurdles. Now, only compliance with central regulations will suffice. This move is expected to reduce red tape and accelerate the process of opening petrol pumps, making it more cost-effective for businesses. It marks a significant step towards promoting business and simplifying regulations in Chhattisgarh.

With fewer documents and a single-level approval process, petrol pumps can now be set up more quickly. New entrepreneurs—especially small business owners and oil companies—can now start operations with greater ease.
