In a decisive shift toward digital transparency and stricter administrative discipline, the Government of Chhattisgarh has announced the rollout of the Aadhaar-based Biometric Attendance System (AEBAS) across all departments operating from Mahanadi Bhawan and Indravati Bhawan. The move aims to strengthen punctuality, ensure accurate attendance monitoring, and elevate governance standards across the state.
Earlier today, senior officers witnessed a live demonstration of the upgraded AEBAS platform, including facial authentication through mobile devices and wall-mounted Aadhaar-enabled thumb scanners. The session was held in the presence of the Chief Secretary, who emphasised the government’s commitment to fully digital attendance workflows.
Testing begins tomorrow, while full mandatory attendance through AEBAS will be enforced in Mantralaya starting 1 December 2025.
Mandatory Rollout for All Directorates From January 2026
Chief Secretary Shri Vikas Sheel has further directed that the biometric system be extended to all Directorates across Chhattisgarh from 1 January 2026. According to officials, the intent is clear: punctuality is “non-negotiable,” and all officers must ensure strict compliance.
Two Options for Daily Attendance Marking
Under the new system, government employees must record both IN and OUT attendance through one of the following methods:
Facial Authentication via Mobile App
Employees may mark attendance on their smartphones using Aadhaar-based facial verification. This method is designed to combine convenience with biometric security.
Aadhaar-Enabled Biometric Devices at Entry Gates
Wall-mounted biometric devices installed at every major Mantralaya entry point allow thumb-based attendance marking for those who prefer device-based authentication.

Both systems will operate simultaneously to avoid bottlenecks and support smooth adoption.
The General Administration Department (GAD) has already installed biometric devices at designated gates and completed training for nodal officers to ensure seamless implementation. All employees have been instructed to update their Aadhaar and service details in the attendance portal before enforcement.
Officials have cautioned that any negligence, non-compliance, or refusal to use AEBAS will be taken seriously.
A Step Toward Modern Digital Governance
The rollout of AEBAS marks a major milestone in Chhattisgarh’s transition to a tech-driven administrative framework. The government claims the system will improve accountability, reduce discrepancies, and reinforce a culture of discipline across departments.
In an official statement, Chief Secretary Vikas Sheel said: “The rollout of the Aadhaar-based Biometric Attendance System (AEBAS) across all departments in Mantralaya — Mahanadi and Indravati Bhawan — is an important step toward strengthening transparency, punctuality, and administrative efficiency in our state. From 01 December 2025, AEBAS-based attendance will be mandatory in Mantralaya, and from 01 January 2026, the system will be implemented in all Directorates.”
He added that the state is moving toward a “modern, accountable, and technology-driven governance framework,” and every officer is expected to fully comply.
