In a significant move to promote industrial growth, the Chhattisgarh government has amended the Chhattisgarh Land Development Rules, 1984, allowing industries to construct double the built-up area on the same land parcel. The reform, introduced under the special initiative of Chief Minister Vishnu Deo Sai, is expected to encourage industrial and commercial development across the state. The amended rules were officially notified on December 24, 2024.
Industries Can Now Construct Double the Built-Up Area on a Single Plot
Under the new provisions, the Floor Area Ratio (FAR) for flatted industries has been increased from 1.5 to 3.0. This means that industries can now undertake double the construction on the same plot of land. The change is particularly beneficial for MSMEs and startups, as it provides more usable space at a lower cost. Additionally, the ground coverage limit for industrial plots has been raised from 60% to 70%, and setback requirements have been reduced, enabling more efficient land utilization.
Access to 100 meter road for commercial buildings measuring 5 acres or more
For commercial buildings in municipal and development authority areas, a minimum FAR of 5.0 has been established. This FAR will apply to land parcels measuring 5 acres or more that have access to a 100-meter-wide road. If such plots are located in Central Business Districts (CBDs) or Transit-Oriented Development (TOD) zones, they will be eligible for an additional FAR of 2.0 — allowing for a maximum FAR of up to 7.0.

Chief Minister Vishnu Deo Sai stated that these reforms will significantly boost modern industrial and commercial growth in the state. The amendments are expected to drive investment, create employment opportunities, and give a new direction to Chhattisgarh’s economic development. The Department of Town and Country Planning has introduced these changes as part of an industry-friendly policy aimed at attracting greater industrial and commercial investment in the state.
