“This day marks a golden beginning for Chhattisgarh’s development journey,” the Prime Minister said. “I have seen every moment of its transformation and feel privileged to be part of this milestone.”
The inauguration coincided with Chhattisgarh’s Silver Jubilee celebrations, 25 years after its formation by Atal Bihari Vajpayee in 2000. Modi paid homage to Vajpayee, calling him a “visionary whose dream for Chhattisgarh is now being realized.”
“Atal ji, look, your dream is coming true,” Modi said during the ceremony. “The Chhattisgarh you envisioned is filled with confidence and reaching new heights.”

Tribute to the Constitution makers
Marking 75 years of India’s Constitution, the Prime Minister paid tribute to the region’s members of the Constituent Assembly, including Ravishankar Shukla, Thakur Chedilal, Ghanshyam Singh Gupta, and Kishori Mohan Tripathi.
“They came from a backward region yet played a vital role in drafting the Constitution under Babasaheb Ambedkar’s leadership,” Modi said.
The Prime Minister described the new Assembly as a symbol of transparency, accountability, and public voice.
“Every pillar here symbolizes transparency, every corridor reminds us of accountability, and every chamber reflects the voice of the people,” he said.
He noted that the new Assembly building, constructed under the Green Building concept, will be fully powered by solar energy and equipped with rainwater harvesting systems.

Drawing parallels with India’s Parliament, Modi said the Chhattisgarh Assembly embodies the country’s ethos of uniting heritage and progress.
“The sacred Sengol inspires the Parliament, and Bastar art enriches this Assembly. It reflects both tradition and modernity,” he said.

The Prime Minister admired the integration of Bastar art in the architecture and the philosophical messages inspired by Guru Ghasidas, Mata Shabari, Sant Kabir, and Mahaprabhu Vallabhacharya.
From ‘Ram to Rashtra’: A vision for governance
Emphasizing the ideals of Lord Ram, whom he described as the “nephew of this land”, Modi linked the inauguration to the national vision of ‘Ram to Rashtra’.
“During the consecration of the Ram Mandir in Ayodhya, we resolved to move from devotion to nation-building — from ‘Dev to Desh’ and ‘Ram to Rashtra’,” he said.
He said the phrase symbolized good governance, social justice, and inclusive growth, aligning with the principle of “Sabka Saath, Sabka Vikas.”
Modi highlighted the state’s journey from being Naxal-affected to a model of peace and development.
“Once known for backwardness, Chhattisgarh is now emerging as a symbol of prosperity, security, and stability,” he said.
He praised initiatives like the Bastar Olympics and credited the people and successive governments for steering the state toward peace and growth.
A call for democratic excellence
Addressing lawmakers, Modi urged them to make the new Assembly a “centre for welfare-oriented policymaking” and uphold the mantra of “Nagarik Devo Bhava.”
“Governance should neither be absent nor excessive. This balance is the true formula for rapid progress,” he said.
He emphasized that decisions taken here must reflect citizens’ aspirations, benefit farmers, empower women, and guide the dreams of youth.
As India celebrates 75 years of its Republic, Modi called upon the Assembly to commit itself to duty, reform, and innovation, linking Chhattisgarh’s milestone to the Vision 2047 roadmap for a developed India.
“This temple of democracy will become the centre of Chhattisgarh’s destiny and policy for decades ahead,” he said.
The event was attended by Governor Ramen Deka, Lok Sabha Speaker Om Birla, Assembly Speaker Dr. Raman Singh, Chief Minister Vishnu Deo Sai, and several Union ministers.
The new Chhattisgarh Vidhansabha building is designed on a Green Building concept, equipped with solar power systems, rainwater harvesting, and energy-efficient architecture — symbolizing sustainable governance and innovation.
