Chhattisgarh Cabinet Decisions | At a cabinet meeting chaired by Chhattisgarh Chief Minister Vishnu Deo Sai at the Mantralaya (Mahanadi Bhawan), several landmark decisions were approved, targeting reforms in mineral fund utilisation, sand mining, land valuation, and sports infrastructure.
The Cabinet has approved the repeal of the Chhattisgarh Minor Mineral (Sand Mining and Trade) Rules, 2019 and the Chhattisgarh Minor Mineral (Sand Mining and Trade in Scheduled Areas) Rules, 2023. A new regulation—Chhattisgarh Minor Mineral (Sand Mining and Trade) Rules, 2025—has been passed to curb illegal sand mining and transportation. The new rules aim to ensure availability of sand at fair prices and mandate strict compliance with environmental and safety standards.
A key feature of the revised rules is the introduction of electronic auctions for sand mine allotment, designed to enhance transparency and boost revenue generation.
District Mineral Fund to Prioritise Health, Education, and Welfare
Amendments to the Chhattisgarh District Mineral Foundation Trust Rules, 2015 have been approved, aligning them with the revised guidelines under Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY)-2024.

Under this new framework, a minimum of 70% of the Trust’s funds will be allocated to high-priority sectors including drinking water supply, environmental conservation, pollution control, health, education, women and child welfare, differently-abled welfare, skill development, employment, housing, sanitation, agriculture, and animal husbandry.
Uniform Land Valuation System Introduced to Prevent Irregularities
In a significant decision, the Cabinet approved changes to how market value is determined for agricultural land. The existing provision of evaluating rural agricultural plots up to 500 square metres separately has been abolished. Now, valuation will be carried out uniformly based on hectare rates.

Additionally, the earlier practice of evaluating converted rural land at 2.5 times the value of irrigated land has been removed. For villages located near urban areas and designated investment zones, market rates will now be fixed on a per square metre basis. These reforms are aimed at preventing irregularities, such as those seen in the Bharatmala Project and Arpa-Bhaisajhar region in Bilaspur.
Cricket Academy to Be Set Up in Nava Raipur
The Cabinet also approved the allotment of 7.96 acres of land to the Chhattisgarh State Cricket Association (CSCS) in Sector-3, Village Parsada, Nava Raipur (Atal Nagar). The land will be used to build a state-of-the-art Cricket Academy with international-level infrastructure and training facilities.
The initiative aims to support young talent and provide advanced coaching to sportspersons in the state. With several players from Chhattisgarh already gaining national and international recognition, the academy is expected to strengthen the state’s position in the Indian cricketing landscape.
