Prime Minister Narendra Modi launched a blistering attack on the Rashtriya Janata Dal (RJD) and the Congress during a public rally in Muzaffarpur, accusing them of representing Bihar’s notorious “five identities of jungle raj” — katta (country-made guns), kroorta (cruelty), katuta (resentment), kushasan (misgovernance), and corruption.
“The RJD and Congress together represent Bihar’s jungle raj — katta, kroorta, katuta, kushasan, and corruption,” Modi said, as thousands of supporters cheered.
The Prime Minister addressed a massive crowd as part of the NDA’s pre-election campaign for the Bihar Assembly polls 2025, targeting the opposition for what he called “decades of misrule and deceit.”

Modi Slams Opposition for ‘Insulting’ Chhath Puja
In one of the rally’s most charged moments, PM Modi accused opposition leaders of insulting Bihar’s cultural pride by referring to Chhath Puja as a “drama.”
“Chhath stands for devotion and equality. My government is working to get it recognised as a UNESCO heritage festival. But while your son is working for its honour, Congress and RJD leaders call it a nautanki,” he said.

Without naming anyone directly, Modi was responding to Rahul Gandhi’s remarks a day earlier, in which the Congress leader had mocked the Prime Minister’s plan to take a ritual dip in the Yamuna during Chhath.

“Look at the depths to which these people can stoop for votes. This is an insult Bihar will not forget for centuries,” Modi said, as chants of “Phir ek baar NDA sarkar!” filled the air.
RJD-Congress Alliance ‘Like Water and Oil’
Continuing his offensive, PM Modi likened the RJD-Congress alliance to “mixing water and oil,” calling it “unnatural and opportunistic.”
“They’ve joined hands only to loot Bihar again. Reports are already coming in of fights between their own leaders,” he added.

The Prime Minister said while the NDA government had worked for development and cultural preservation, the opposition had “a record of violence, corruption, and misgovernance.”
“During the RJD’s rule, 35,000 to 40,000 kidnappings happened in Bihar. Goons looted vehicle showrooms, and their campaign songs today talk about katta and dunali,” he alleged.

Battle for Bihar 2025: NDA vs INDIA Bloc
The Bihar Assembly Elections 2025, scheduled for October–November, will decide the fate of 243 constituencies.
Chief Minister Nitish Kumar’s Janata Dal (United), the Bharatiya Janata Party, and allies under the NDA banner are seeking another term in power.
On the other hand, the RJD, led by Tejashwi Yadav, has allied with the Congress and Left parties under the INDIA bloc, while political strategist-turned-leader Prashant Kishor’s Jan Suraaj Party will contest all seats independently.
