Jharkhand Chief Secretary Alka Tiwari has directed district officials to resolve implementation challenges in various government schemes through coordinated efforts. She emphasized the importance of streamlining processes by setting up a structured calendar to ensure timely execution.
Chairing a high-level review meeting, Tiwari instructed all district commissioners to conduct scheduled meetings and submit reports to the respective departments. This initiative aims to accelerate the implementation of development projects while ensuring departmental efficiency. Highlighting the impact of delays, she stated that stalled projects hinder the state’s financial benefits and urged authorities to focus on ground-level inspections and prompt issue resolution.
Addressing Hurdles in Infrastructure and Development Projects
During the review, it was revealed that the progress of several key projects is between 70-80 percent, yet some roadblocks remain. The Chief Secretary specifically addressed issues in urban infrastructure projects under the Urban Development Department.
Tiwari instructed officials to resolve land acquisition challenges affecting the execution of the Ranchi Urban Sewerage Scheme, Water Supply Scheme, and Pumping Stations. Ranchi’s district commissioner assured that most issues have been resolved. Similar challenges were reported in Ramgarh, Dhanbad, Koderma, Sahibganj, Seraikela-Kharsawan, West Singhbhum, Palamu, and Bokaro, affecting the implementation of urban sewerage treatment plants and water supply projects. Officials have been directed to ensure timely land availability to facilitate project execution.

The Drinking Water and Sanitation Department reported that the Nal Se Jal scheme is in its final stages, with almost every household connected. However, a few remaining homes in villages are yet to be covered, delaying the scheme’s completion. The Chief Secretary urged district commissioners to take special initiatives to ensure 100 percent coverage and finalize the Open Defecation Free (ODF) status for villages.
Coordination Among Departments to Overcome Project Delays
The Higher and Technical Education Department highlighted challenges in securing land for the construction of degree colleges, polytechnic institutes, and government engineering colleges in various districts. Tiwari directed district officials to coordinate with relevant departments to expedite land acquisition.
Additionally, the School Education Department’s collaboration with the Sampark Foundation for improving quality education was reviewed. Tiwari stressed the optimal utilization of resources provided to selected schools, reinforcing that better educational infrastructure is crucial for the state’s development.
Timely Completion of Agricultural Schemes
Key agricultural schemes such as the PM Kisan Yojana, Birsa Integrated School Scheme, Birsa-PM Crop Insurance Scheme, and the Chief Minister’s Livestock Development Scheme were also reviewed. Concerns were raised regarding inflated land claims under the crop insurance scheme. The Chief Secretary instructed officials to scrutinize applications and reject unauthorized claims.

She also emphasized the need to ensure insurance coverage for beneficiaries under the Livestock Development Scheme. Additionally, district-level monitoring committees and the District Cooperative Development Committee were directed to conduct regular reviews to track progress on agricultural initiatives.
Tackling Land and Clearance Issues in Water Resource Projects
The review of various water resource projects revealed challenges related to land encroachment, forest clearances, local disputes, and land acquisition compensation, all of which are delaying project execution. The Chief Secretary directed concerned district officials to eliminate these administrative bottlenecks to ensure smooth project implementation.
Furthermore, issues under the Revenue, Registration & Land Reforms Department, as well as the Energy Department, were examined. Tiwari provided necessary instructions to district officials for resolving these matters efficiently.
