Chief Minister Hemant Soren emphasized the need for a forward-thinking budget that addresses Jharkhand’s core challenges while propelling the state toward inclusive growth. Speaking at the pre-budget seminar for the “Abua Budget 2025-26” at the Jharkhand Secretariat, Soren called for optimal utilization of resources to create a blueprint for sustainable development.
To ensure the budget is ideal and impactful, experts from various fields shared their insights. Suggestions ranged from bolstering education and agriculture to strengthening public finance and higher education. The Chief Minister acknowledged these recommendations and assured that they would be studied meticulously to incorporate them into the final budget for fostering sustainable and inclusive development.
Focus on Economic Strengthening
The Chief Minister underlined that Jharkhand must generate its revenue and manage expenditures to stand on its own feet. “Economic resources are vital for driving the wheels of development. Departments must actively identify and implement strategies for revenue generation,” he said.

Acknowledging the state’s limited resources, Soren highlighted significant strides in education, healthcare, infrastructure, electricity, water, and road development under his administration. He reassured that these efforts would continue, with a vision to make Jharkhand a prosperous and developed state.
Long-Term Planning for Sustained Growth
“Long-term planning is crucial for sustainable development,” Soren stated. Emphasizing the importance of laying a strong foundation, he added that a robust groundwork today would pave the way for future growth and maximize utility.
Reflecting on the state’s journey since its formation, the Chief Minister noted the challenges faced and milestones achieved. Jharkhand’s recent stellar performance in the Health Index is a testament to its progress. Soren urged all stakeholders to work collectively to achieve similar success across other sectors.
Outcome Assessment of Budget Spending
Soren stressed the need for outcome-based evaluations of allocated funds. “Merely spending funds is not enough; we must analyze their impact. Better management is essential to address any shortcomings in asset utilization,” he remarked.

The Chief Minister expressed concern over the lack of budget planning among 70 percent of Jharkhand’s population. He highlighted government initiatives providing resources to empower these individuals and emphasized the need to enhance financial literacy.
Innovative Schemes Garner National Recognition
Soren lauded the “Mukhyamantri Maaiyaan Samman Yojana,” aimed at empowering women, which has brought national recognition to Jharkhand. He assured that such schemes would be financed through internal resources without burdening the public.
Soren emphasized the need for a budget that prioritizes job creation and self-employment. “Addressing employment challenges and promoting entrepreneurship should be integral to the budget,” he said.
Expert Recommendations for a Robust Budget
Experts like UNICEF’s former education specialist Vinoba Gautam, Professor S. Chandrashekhar of IGIDR, and Dr. Nidhi Agarwal of IIM Udaipur provided valuable suggestions on education, development economics, and agriculture, respectively. The Chief Minister honored these experts for their contributions.

During the seminar, individuals who provided the best suggestions on the “Abua Budget Portal” were awarded. Anish Kumar Murarka, Nitish Kumar, and Ram Pravesh Ram were recognized for their innovative ideas, alongside several others who received certificates of appreciation.
The seminar saw participation from Finance Minister Radhakrishna Kishore, Chief Secretary Alka Tiwari, and several senior officials and experts from across the country. Their collective insights aim to make Budget 2025-26 a robust tool for sustainable development in Jharkhand.
