The decisions, taken during the Cabinet meeting held on November 3, 2025, encompass projects related to irrigation, elections, aviation, road construction, welfare schemes, and administrative reforms.
The Cabinet granted administrative approval of ₹236.20 crore for the Cambo Mega Lift Irrigation Project in Mandar and Chanho blocks of Ranchi district. The project will ensure irrigation facilities through an underground pipeline system, benefiting farmers and improving agricultural productivity.
₹7.84 Crore Allocated for Ghatsila (ST) Assembly By-Election
The Council approved an advance of ₹7.84 crore from the Jharkhand Contingency Fund for conducting the Ghatsila (ST) Assembly by-election, ensuring smooth and timely electoral processes.
Bell-429 Helicopter Service Extended for Six Months
The Cabinet approved a six-month extension of the 2+5 seater Twin Engine Bell-429 helicopter service used for VIP/VVIP government flight operations, maintaining the same rates and terms.
Jharkhand State Allied and Healthcare Council Rules, 2025 Approved
The Jharkhand State Allied and Healthcare Council Rules, 2025 were approved to strengthen regulation and coordination within the state’s allied healthcare system.
Land Registration Fee Exemption for Olympians Salima Tete and Nikki Pradhan
The Cabinet approved stamp duty and registration fee exemption for international hockey players Salima Tete and Nikki Pradhan on residential plots allotted to them by the Jharkhand Housing Board, in recognition of their contribution to Indian sports.

Road Development Projects Worth ₹80.74 Crore Approved in Dumka
Two major road projects in Dumka district received administrative approval:
₹44.93 crore for the Barmasia PWD Road to Shaharghati Road (8.13 km), transferred from the Rural Works Department to the Road Construction Department.
₹35.81 crore for the Karmatand (PWD Road) to Bhogtandih (PWD Road) route (7.775 km) for widening, strengthening, and reconstruction, including land acquisition, bridges, and utility shifting.
Assistance Increased Under Dr. B.R. Ambedkar Housing Scheme
The assistance amount under the Baba Saheb Bhimrao Ambedkar Housing Scheme was increased from ₹1.30 lakh (IAP)/₹1.20 lakh (Non-IAP) to ₹2 lakh, with a corresponding rise in the 2025–26 fiscal target, enhancing housing benefits for the underprivileged.
Pay Scale Revision for Block Welfare Supervisors
In compliance with the Jharkhand High Court’s order in W.P. (S) No. 6611 of 2018 (Binod Lakra vs State of Jharkhand), the Cabinet approved a revised pay grade of ₹5,200–20,200 with GP ₹2,400 for promoted Block Welfare Supervisors, replacing the earlier ₹1,900 GP scale.
Approval for Formation of Multi-Purpose Staff Cadre Rules, 2025
The Jharkhand State Multi-Purpose Staff (Recruitment and Service Conditions) Rules, 2025 were approved to standardize recruitment and service conditions for multipurpose workers across departments.
Pension Revision for Polytechnic and Engineering College Teachers
The Cabinet approved pension and family pension revision for teachers of Government Engineering Colleges and Government/Women’s Polytechnics who retired or passed away before January 1, 2016, under the Higher and Technical Education Department.
