In a major push to support the Startup India ecosystem Commerce Minister Piyush Goyal on Saturday announced the launch of a dedicated helpline desk for startups to report grievances, suggest legal reforms, or highlight innovative products and technologies that may not currently align with existing laws.
Speaking at the Startup Mahakumbh in New Delhi, Goyal said,
“Whenever any officer troubles you (startups) or if you want to make any suggestion regarding any changes in the laws or if you want to flag any product or technology which may not fall under the current legal boundaries of India, you will be able to reach out to that helpline.”
He added that the helpline would be accessible to startups across the country and efforts will be made to make it available in multiple Indian languages, ensuring inclusive communication and broader outreach.

Second Fund of Funds with ₹10,000 Crore Allocation
Goyal also announced that the government has approved a second Rs.10,000 crore round of the Startup India Fund of Funds, aiming to address key challenges faced by early-stage ventures.
“Some amount of the fund will be earmarked for small start-ups to fulfil their seed funding needs,” the minister said, adding that the first tranche of ₹2,000 crore will be disbursed to SIDBI this year.
He highlighted concerns over unfair equity dilution, stating that many small startups are pressured to give up large stakes early on.
“I have come across cases in which a founder had to sell almost half of the stake to investors. By the time the company gets successful, the founder was left with a very small amount of equity in the company,” he noted.
Vision for Self-Reliant, High-Tech India
Emphasising India’s long-term innovation goals, Goyal said the country must aim big and develop indigenous AI models and advanced machinery to position itself as a high-skill, high-quality nation on the global stage.
“We aspire to make our own AI model, to make our own machines. We want to be seen as a high quality and high skill nation in the world,” he said.
