In a major step to address insurgency-affected regions, the Chhattisgarh government has officially launched the Naxalite Surrender/Victim Relief and Rehabilitation Policy-2025. The policy, notified by the Home Department on March 28, aims to provide structured support for victims of Naxalite violence and to rehabilitate those willing to surrender from Naxalite ranks.
According to the official notification, district-level special rehabilitation committees will be formed under the chairmanship of the respective District Collector to oversee and implement the policy.
These committees will supervise efforts to provide relief to victims—including those who have suffered death, grievous injury, or permanent disability—as well as to reintegrate surrendered Naxalites into mainstream society.
Structure and Oversight of the Policy
The committees formed under this policy will include the District Collector as Chairperson and the Superintendent of Police as the Secretary. Other members will consist of the Divisional Forest Officer, CEO of the District Panchayat, two additional officers nominated by the Collector, and representatives from the armed forces. This multi-agency approach is designed to ensure holistic and coordinated implementation.

To further streamline operations, one nodal officer will be appointed at both the district and sub-divisional levels. These officers will be responsible for supervising all rehabilitation activities. Their contact details, including mobile numbers and email addresses, will be submitted to the state government to facilitate better communication and oversight.
A key component of the policy is the development of a dedicated digital portal where information on every victim and surrendered individual will be recorded. Each entry will be assigned a unique ID, allowing real-time tracking and transparency in the execution of relief measures. Designated officials will monitor the portal dashboard to ensure timely and effective rehabilitation.
The Home Department has instructed all district collectors to identify all victim cases since the formation of the state and prioritize their inclusion under the new policy framework. Collectors have also been directed to strictly adhere to the policy guidelines and ensure that all relief and rehabilitation measures are executed within the specified timelines.
