Time has come for India Meteorological Department (IMD) to have distinct and separate observatories at an open and a densely concretized/urbanized/populated area.
All temperature recording observatories must be set up, temperatures recorded at or immediately near dense human habitations where urban heat islands are formed and the actual effects, consequences of those temperatures are felt by people.
Taking temperatures at an open place where the outgoing radiation (from land surface) quickly escapes into the upper atmospheric layers is completely of no meaning and is scientifically illogical, inconsequential.
The recording of such temperatures, especially, in summers, would serve as the guiding tool for future patterns of development and the extent to which constructions/concretization may be carried out.
On the other hand, winter temperatures must be recorded from open areas, as that would reflect its true range.
Alternately, the IMD may also have distinct and separate stations to record temperatures from an open and a concretized or densely urbanized/populated area.
