In a significant step towards improving the socio-economic conditions of tribal communities, Jharkhand Chief Secretary Alka Tiwari chaired a high-level review meeting on Thursday, focusing on the progress of the Dharti Aba Janjatiya Gram Utkarsh Abhiyan (DA-JAGUA) and the Pradhan Mantri Janjati Adivasi Nyay Maha Abhiyan (PM-JANMAN). The meeting took place at the Chief Secretary’s conference hall in Project Bhavan, Ranchi.
The DA-JAGUA initiative aims to bring holistic development to approximately 49.76 lakh tribal families spread across 7,139 villages in Jharkhand. The campaign is designed to bridge infrastructure gaps and elevate living standards in tribal-dominated areas through coordinated inter-departmental efforts.
Chief Secretary Tiwari emphasized the importance of expediting budgetary allocations from both central and state governments by enhancing departmental convergence and gap identification at the family and village levels. She directed officials to create comprehensive guidelines for all departments to ensure efficient implementation. Departments were also advised to study successful models from states like Chhattisgarh and Odisha.
PM-JANMAN: ₹24,104 Crore Allocation for 3 Years
As part of the nationwide PM-JANMAN initiative, Jharkhand has been allocated a budget of ₹24,104 crore for the 2023–24 to 2025–26 fiscal years. Of this, ₹15,336 crore will come from the Centre, and ₹8,768 crore from the state government.
The Chief Secretary conducted a detailed department-wise review of key schemes such as Pradhan Mantri Awas Yojana (Gramin), Pradhan Mantri Gram Sadak Yojana, Jal Jeevan Mission, Medical Mobile Units, Electricity grid expansion, Anganwadi centres and Van Dhan Vikas Kendras.

She urged departments to maintain active communication with central ministries to secure timely fund releases and push forward implementation.
Strong Inter-Departmental Coordination Urged
Chief Secretary Tiwari instructed the administrative department to issue letters to all concerned departments in alignment with directions received from the Government of India. She also reiterated the need for clear communication and shared accountability among departments to accelerate on-ground development.
