Ex-RAW chief made NSAB Chairman | In a major strategic move following the Pahalgam terror attack that killed 26 civilians in Jammu and Kashmir, the Government of India has reconstituted the National Security Advisory Board (NSAB) and appointed former Research and Analysis Wing (RAW) chief Alok Joshi as its new chairman.
This significant revamp of India’s top security advisory body comes as India ramps up its diplomatic and security response to Pakistan’s alleged involvement in the deadly April 22 massacre in the Baisaran Valley near Pahalgam.
Strategic Overhaul of NSAB Post-Pahalgam Attack
The reconstituted six-member NSAB reflects a sharp focus on military expertise and national security intelligence. The new board includes:
- Gen. AK Singh (Retd) – Former Southern Army Commander
- Air Marshal PM Sinha (Retd) – Former Western Air Commander
- Rear Admiral Monty Khanna (Retd) – Indian Navy
In addition to military representation, two senior retired IPS officers have been inducted:
- Rajiv Ranjan Verma
- Manmohan Singh
And completing the team is B. Venkatesh Varma, former Indian Foreign Service (IFS) officer and ex-Ambassador to Russia.

The previous board was last constituted in 2018 under P.S. Raghavan, former Indian Ambassador to Russia. The overhaul signals a strategic shift to align the advisory body’s structure with the current geopolitical and security threats India faces, especially from cross-border terrorism.
Why the Timing Matters
The timing of the NSAB overhaul is no coincidence. The April 22 terror attack in south Kashmir’s Pahalgam, which targeted tourists and civilians, has pushed India to recalibrate its security architecture and tighten policy oversight.

India has already launched a diplomatic offensive against Pakistan, presenting evidence of ISI-backed terror groups such as The Resistance Front (TRF) operating from across the border. Constituted in 1998, the National Security Advisory Board plays a pivotal role in shaping India’s national security policies by conducting long-term strategic analyses and offering policy recommendations to the National Security Council (NSC). It serves as a vital think tank that interfaces between military intelligence, diplomatic affairs, and internal security.
Under Alok Joshi’s leadership, known for his operational acumen and deep intelligence background, the board is expected to focus sharply on:
- Counter-terrorism strategy
- Cross-border intelligence operations
- Cyber and hybrid warfare threats
- Strategic diplomacy with adversarial states
