US-based Khalistani terrorist Harpreet Singh, also known as Happy Passia, is being extradited to India after months in US Immigration and Customs Enforceme nt (ICE) custody, according to sources. Singh was arrested on April 18 by joint teams of the Federal Bureau of Investigation (FBI) and ICE and has been linked to multiple terror plots in both India and the United States.
Originally from Amritsar, Punjab, Singh faces over 30 criminal cases and is accused of orchestrating at least 16 terror attacks across Punjab. These include a series of targeted hand grenade assaults on police stations. Authorities say he operated in close coordination with Pakistan’s Inter-Services Intelligence (ISI) and the banned Khalistani terror outfit Babbar Khalsa International (BKI).
FBI and Indian Agencies Worked Jointly to Nab Harpreet Singh
Following Singh’s arrest, FBI Director Kash Patel confirmed the development and praised the cross-border coordination. “Captured Harpreet Singh, part of an alleged foreign terrorist gang here illegally in the United States, who we believe was involved in planning multiple attacks on police stations both in India and the United States,” Patel posted on X (formerly Twitter) on April 22.
“FBI Sacramento conducted the investigation coordinating with our partners locally as well as in India. Excellent work from all, and justice will be done,” he added, reiterating the FBI’s commitment to combating global terror networks.

India’s National Investigation Agency (NIA) had previously announced a ₹5 lakh reward for information leading to Singh’s arrest. His return to India marks a major milestone in the country’s efforts to crack down on cross-border terrorism and Khalistani-linked extremist networks.
