In a significant move towards gender equality, the West Bengal Assembly on Wednesday passed a bill allowing women to work in bars across the state. The decision came after the West Bengal Finance Bill, 2025 was tabled by Minister of State Chandrima Bhattacharya.
The new bill seeks to amend the Bengal Excise Act, 1909, removing the long-standing prohibition on the employment of women in ‘On’ category liquor shops — establishments where liquor is served and consumed on the premises. Unlike ‘Off’ shops, where liquor is only sold, ‘On’ shops include bars and restaurants that serve alcohol.

“The state government does not believe in discrimination between men and women,” Bhattacharya said, concluding the discussion on the bill in the assembly.
The amendment is aimed at ending gender-based restrictions in the hospitality sector, allowing women equal employment opportunities in establishments that serve alcohol.
