In a landmark move, Uttarakhand has made history by becoming the first state in India to implement the Uniform Civil Code (UCC). The legislation, which aims to ensure equality and uniformity in personal laws across religions, formally rolled out just ahead of Prime Minister Narendra Modi’s visit to the state.
The UCC will be applicable to all residents of Uttarakhand, including those living outside the state. Chief Minister Pushkar Singh Dhami will lead the unveiling of the UCC portal at the state secretariat, marking a significant step towards fulfilling the BJP-led government’s electoral promise.
Uttarakhand Leads the Way in UCC Implementation
Speaking about the implementation, Chief Minister Dhami stated, “The UCC will establish the foundations of a harmonious society, free from discrimination based on religion, gender, caste, or community.” He emphasized that this historic legislation aligns with Prime Minister Narendra Modi’s vision of an inclusive India.
Dhami further added, “We are fulfilling our commitments. The abrogation of Article 370 in Jammu and Kashmir was an instance of it. The Indian republic stands firmly today under the leadership of Prime Minister Narendra Modi.”
The UCC was drafted and passed by the Uttarakhand Assembly in February 2024, following extensive deliberations. President Droupadi Murmu accorded her assent to the bill in March 2024, paving the way for its implementation in January 2025.
Key Features of the Uniform Civil Code
The Uniform Civil Code introduces a series of progressive measures aimed at ensuring equality and justice.
Equal Property Rights for Sons and Daughters: The UCC ensures equal inheritance rights for both sons and daughters, regardless of their community or background.

Marriage Provisions: Polygamy is prohibited, and monogamy will be the standard under the law. Marriages must be registered, though solemnization can follow religious customs.
No Distinction Between Legitimate and Illegitimate Children: The law abolishes distinctions in property rights, ensuring equal recognition for all children.
Inclusivity for Adopted and Biologically Born Children: Children adopted, born through surrogacy, or conceived via assisted reproductive technologies will have equal rights.
Equal Property Rights After Death: The UCC mandates equal inheritance rights for spouses, children, and parents.
UCC: A Step Toward Gender Equality
Chief Minister Dhami emphasized that the UCC would primarily benefit women, removing long-standing inequalities in matters such as marriage, divorce, inheritance, and maintenance.
“The UCC will give the right to equality to everyone without discrimination. It will mainly remove the discrimination against women,” he said.
Prime Minister Modi’s Vision of a Unified India
The rollout of the UCC in Uttarakhand comes months after Prime Minister Narendra Modi reiterated the government’s commitment to implementing the legislation nationwide. In the Lok Sabha, Modi stated, “We are working with full force for a secular civil code.”
The implementation of the Uniform Civil Code in Uttarakhand sets a precedent for other states and signals a significant step towards the BJP’s vision of uniformity and inclusivity in India’s legal framework.
