The Narendra Modi government has appointed senior Indian Police Service (IPS) officer Parag Jain as the next chief of the Research and Analysis Wing (R&AW), India’s external intelligence agency. Jain, a 1989-batch IPS officer from the Punjab cadre, will assume charge on July 1 for a fixed term of two years, succeeding incumbent Ravi Sinha, whose tenure ends on June 30.
Jain, long recognised within intelligence circles as a “super sleuth”, is renowned for his strategic blend of human intelligence (HUMINT) and technical intelligence (TECHINT)—a combination that played a pivotal role in several critical missions.
Key Role in Operation Sindoor Highlights Jain’s Tactical Prowess
Parag Jain’s leadership was particularly instrumental in Operation Sindoor, an intelligence-led military operation that enabled precision missile strikes on terror camps in Pakistan and Pakistan-occupied Kashmir (PoK). While the actual strikes were swift, insiders emphasised that the targeting accuracy was made possible by years of intelligence groundwork and network development under Jain’s watch.
His operational experience in Jammu and Kashmir, one of India’s most complex and volatile security theatres is expected to be a key asset as he takes the reins of the R&AW amid a fast-evolving global threat landscape.

Trusted, Discreet, and Globally Experienced
Described by colleagues as “methodical and discreet,” Jain has held multiple critical roles throughout his distinguished career. Although promoted to Director General of Police (DGP) in Punjab on January 1, 2021, he was then serving on central deputation and received notional benefits only.
His career includes international stints representing India in Canada and Sri Lanka, further strengthening his global perspective on intelligence matters. He has also been empanelled for positions equivalent to a central DGP, a testament to his leadership calibre within India’s national security ecosystem.The Appointments Committee of the Cabinet cleared his name on June 28, concluding speculation around who would succeed the low-profile outgoing R&AW chief Ravi Sinha.
With Parag Jain at the helm, India’s external intelligence apparatus is poised for a more proactive and precision-driven approach to emerging national security challenges.
