The Indian government has recommended legal action against an individual following an investigation initiated in response to information provided by the United States regarding criminal activities, the Ministry of Home Affairs announced on Wednesday.
In November 2023, the Indian government established a high-powered enquiry committee after the US shared intelligence about alleged activities involving organised criminal groups, terrorist organisations, and drug peddlers. Although the ministry refrained from revealing specific details, the timeline and context suggest the investigation pertains to an alleged plot to assassinate Khalistani militant Gurpatwant Singh Pannun on US soil.
The US Department of Justice had claimed to have uncovered a plot involving a purported Indian government agent who allegedly sought to hire a contract killer to assassinate Pannun. The agent was reportedly linked to India’s external intelligence agency, R&AW (Research and Analysis Wing).
India’s Investigation Process
The Ministry of Home Affairs emphasized the thoroughness of the probe, stating: “The enquiry committee conducted investigations and pursued leads provided by the US side. It received full cooperation from US authorities, and the two sides also exchanged visits.”

The investigation included examining several officials from different Indian agencies and scrutinizing relevant documents.
The committee has recommended “expeditious” legal action against the individual implicated in the case. It also stressed the need for systemic improvements to prevent similar incidents in the future.
This development underscores India’s intent to uphold the integrity of its investigative processes while addressing international concerns.
The allegations and subsequent investigation highlight the complex dynamics of counter-terrorism and international relations. Gurpatwant Singh Pannun, designated as a terrorist by India, has been a vocal proponent of Khalistani separatism and has drawn significant attention from Indian authorities.
