New Delhi: Ahead of the 2024 Lok Sabha polls, the Election Commission of India (ECI) on Friday issued a stern advisory to all political parties, emphasizing the importance of maintaining decorum and restraint during public campaigning and shifting the focus towards issue-based debates.
The advisory extends to both star campaigners and candidates, placing them on notice for any violations of the Model Code of Conduct (MCC). The ECI has indicated that it will assess any indirect violations of the MCC as per the advisory, adjusting the notices given in terms of timing and content for forthcoming elections, including the General Election to the Lok Sabha and General Election to four State Legislative Assemblies.
Acknowledging the delicate balance between freedom of expression and ensuring a level playing field, the advisory underscores the Commission’s commitment to maintaining a self-restrained approach. It aims to provide moral censure to candidates or star campaigners through carefully crafted orders that minimize disruptions to campaigning activities while addressing the decline in the level of discourse.

The Commission has highlighted the challenges posed by the evolving landscape of information technology and social media platforms, which have blurred the lines between pre-MCC and the 48-hour silence period. This has led to the persistent circulation of content across multiple phases of campaigning and even unrelated elections, necessitating a more vigilant approach.
In urging political parties, leaders, and candidates to adhere to the Model Code of Conduct and legal framework, the ECI has emphasized that any surrogate or indirect violations of the MCC will be met with stern action. The Commission remains committed to upholding the integrity of the electoral process and ensuring that elections are conducted in a fair, transparent, and dignified manner.
