What does GRAP-3 mean for Delhi? Here’s what is restricted

Delhi and its surrounding areas have been shrouded in dense smog, with the air quality index (AQI) crossing 400, placing it in the ‘Severe’ category. The Commission for Air Quality Management (CAQM) deemed the thick morning smog an “episodic event” but has nonetheless activated stage III of the Graded Response Action Plan (GRAP-3) starting from 8 am Friday.

What is GRAP Stage III?

GRAP-3 is the third phase of the anti-pollution plan, enacted when AQI reaches 401-450. Here’s a breakdown of restrictions:

Construction and Demolition Ban: Non-essential construction and demolition activities are banned, with exceptions for critical infrastructure, national security, and healthcare projects.

Vehicle Restrictions: BS-III petrol and BS-IV diesel vehicles are prohibited on Delhi and NCR roads, including Gurugram, Faridabad, Ghaziabad, and Noida.

Diesel Generators Limited: Only emergency uses of diesel generators are allowed.

Dust Control Measures: Intensified mechanized road-sweeping and water sprinkling, along with increased public transport services, are in place.

Industrial Restrictions: Industries must use only CAQM-approved fuels; other fuel types are banned.

Overview of GRAP Stages and Their Measures

GRAP Stage I (AQI 201-300) – Poor

  • Regular mechanized sweeping and water sprinkling.
  • Restrictions on open burning of waste, limited use of diesel generators, and the discouragement of coal or firewood in eateries.
  • Emission control in industries, power plants, and brick kilns.

GRAP Stage II (AQI 301-400) – Very Poor

  • Daily road sweeping and targeted actions in pollution hotspots.
  • Increased parking fees to discourage private vehicles and augment public transport services.
  • Provision of electric heaters to security personnel in residential areas.

Health Advisory

Doctors are urging residents, particularly those with respiratory conditions, to limit outdoor activities. N95 masks are recommended for necessary outings, and HEPA air purifiers are advised indoors.
