New Delhi: Aiming to attract women voters in the upcoming Lok Sabha election, the Delhi government under the leadership of the Aam Aadmi Party (AAP) introduced a fresh initiative titled the “Mukhyamantri Mahila Samman Yojana” in its Budget for the fiscal year 2024-25 on Monday.
Finance Minister Atishi of Delhi disclosed the program, declaring, “Today, we are launching a groundbreaking scheme called the ‘Mukhyamantri Mahila Samman Yojana,’ under which women aged 18 and above will be granted a monthly allowance of 1000 rupees.”
Delhi Finance Minister Atishi today presented its maiden and Delhi government’s 10th budget in the Assembly with an outlay of Rs 76000 crore in financial year 2014-25. Atishi was given finance Department last year in March and before that Kailash Gahlot had presented the budget. Gahlot got opportunity to present the budget in 2023 after arrest of former Deputy Chief Minister Manish Sisodia by the Enforcement Directorate in an alleged case of irregularity in Delhi Excise Policy. Sisodia, however, had presented budget on 8 occasions for the national capital.

In her first budget speech, Atishi said that Delhi’s GSDP was Rs 4.95 lakh crore in financial year 2014-15 which is likely to go around 11.08 lakh crore in financial year as per the current prices. In 2014-15, per capita income was Rs 2.47 lakh and in 2024-25, it is expected to be around Rs 4.62 lakh and capital expenditure was Rs 7430 crore in financial year 2014-15 which is all set to go Rs 15,089 crore in financial year 2024-25. The government stated that the city’s population contributes to only 1.55% of the total population of the country. Yet, its contribution to the national GDP is more than double. In 2023-24, the contribution of Delhi in national GDP is going to be 3.89%, at constant prices.

Atishi said that the government launched 38 Schools of Specialized Excellence in 2021-22 besides Armed Forces Preparatory School, Delhi Sports School and Delhi Model Virtual School. Three new universities launched namely Delhi Skills and Entrepreneurship University, Delhi Teachers University, and Delhi Sports University. Out of the first batch of 76 students from Armed Forces Preparatory School, 32 have passed the written examination of the National Defence Academy (NDA) conducted by the UPSC. 2121 children studying in Delhi Government schools have cleared the JEE and NEET exams in 2023-2024. In the last 3 years, more than 4 lakh children have taken admission in Delhi Government schools, forsaking private schools. 6 new university campuses opened since 2016
Budget of Rs 16,396 crores proposed for the Education sector. Some of the key components are -Rs 100 crores allocated to SCERT (State Council of Educational Research and Training). Rs. 150 crores proposed for the construction of new schools and classrooms. Rs 45 crores proposed for the maintenance of existing classrooms. Rs 42 crores has been proposed for SoSEs this year. Rs. 12 crores allocated for Delhi Model Virtual School. Rs 40 crores allocated for School Management Committees. Rs 40 crore provision has been made for the entrepreneurship development program. Rs 6 crores allocated for ‘Chief Minister Super Talented Coaching Scheme’. Rs 118 crores proposed for sports education. Rs 1212 crores proposed for higher education and technical education. Rs 15 crores proposed for “Business Blasters Senior”
