Lieutenant Governor of Delhi V K Saxena has formally reached out to Chief Minister Arvind Kejriwal, pressing for the timely presentation of the five crucial reports from the Comptroller and Auditor General (CAG) concerning the financial state of the city government.
In a missive to CM Kejriwal, LG Saxena emphasised the statutory obligations outlined in Section 48 of the Government of National Capital Territory of Delhi (GNCTD) Act, 1991. This section mandates that CAG reports concerning the capital’s accounts must be submitted to the Lieutenant Governor for subsequent presentation before the Legislative Assembly.
The communication from LG Saxena’s office highlights the protracted delay in the submission of these essential reports, underscoring the significance of their expeditious review and presentation. Referring to the communication received by the Secretariat from the Controller of Accounts, Principal Accountant General Audit, Delhi, and others, the LG’s letter underscores the urgency in clearing these reports for assembly review.
Citing Article 151 of the Constitution of India, which tasks the Lieutenant Governor with facilitating the presentation of CAG reports before the Legislature, the letter stresses the constitutional mandate of these reports as impartial assessments of government performance. LG Saxena’s letter elucidates the critical role these reports play in providing insights into the utilization of public funds and guiding corrective measures where necessary.
Moreover, LG Saxena reminded CM Kejriwal of the ongoing Budget Session of the Assembly, urging the Finance Minister to promptly process these reports for presentation within the current session. Recognizing the accountability of the government to the people, the letter emphasizes the imperative of sharing an objective evaluation of financial performance through the Legislative Assembly.
