In a compelling address at the 10th Governing Council meeting of NITI Aayog held at Bharat Mandapam, Chhattisgarh Chief Minister Vishnu Deo Sai unveiled an ambitious roadmap to transform the state into a Rs 75 lakh crore economy by 2047, anchored in technology, transparency, and transformation.
The meeting, chaired by Prime Minister Narendra Modi, saw the convergence of key national and state leaders under the theme “Viksit Rajya, Viksit Bharat @2047.” CM Sai emphasized that Chhattisgarh’s long-term strategy, dubbed the ‘Chhattisgarh Anjor Vision Document,’ aligns closely with the national goal of making India a developed nation by 2047.
In a powerful narrative of change, CM Sai highlighted the dramatic transformation of Bastar—once known for Naxal violence—into a beacon of development, youth empowerment, and economic opportunity.
“Children who once collected firewood are now learning to operate machines and laptops. Bastar is becoming a symbol of India’s future, not its past,” he said.
The region now boasts skill development centers across 32 blocks, with training in healthcare, food processing, technical trades, and digital skills. The arrival of India’s first semiconductor plant and an AI data center in Nava Raipur is creating jobs and signaling Chhattisgarh’s rising status in the tech-driven industrial revolution.
Chhattisgarh’s 2047 Development Vision: Key Highlights
CM Sai laid out a bold plan to increase per capita income tenfold and double the state’s GSDP within five years, using a 3T model (Technology, Transparency, Transformation) as the foundation for digital governance and service delivery. He noted that over 350 policy reforms have been enacted to improve administrative efficiency and reduce red tape.

The state’s rail network is set to double from 1,100 km to 2,200 km by 2030—a feat unmatched in the past 161 years. More than Rs 21,000 crore has been invested in highway expansion, and cargo services from Raipur Airport are positioning Chhattisgarh as a logistics and trade hub.
Airports in Jagdalpur, Bilaspur, and Ambikapur are also being upgraded to improve domestic and regional connectivity.
Industrial and Energy Leadership
Chhattisgarh is leveraging its rich mineral resources—including steel, coal, dolomite, and lithium—to become an industrial powerhouse. CM Sai announced plans to increase steel production from 28 to 45 million tonnes by 2030, while making the state a national leader in power generation and green energy.
“We are proud to be the first state to successfully auction a lithium block—crucial for India’s EV and energy transition,” the Chief Minister said.
Strengthening Governance, Empowering Communities: Sai at Niti Aayog Meeting
Among the notable governance reforms, land registrations can now be done online for just Rs 500, and the state’s industrial policy offers incentives for rural education and healthcare infrastructure, including play schools, hospitals, and colleges.
CM Sai also reiterated the government’s resolve to make Chhattisgarh Naxal-free by March 2026, through a mix of security operations, rehabilitation programs, and entrepreneurship support for surrendered Naxals.

Significant strides have been made in tribal empowerment through land rights reforms and market access for forest products. CM Sai proudly announced that Dhudmaras village in Bastar was recognized by the United Nations as one of the Best Tourism Villages, thanks to the state’s focus on community-driven development and eco-tourism.

The state’s strategic focus includes 13 priority sectors, with 10 targeted missions underway to implement development initiatives. These include:
Energy and Industry Backbone: Supplying core resources like coal and steel to power India’s growth.
Agriculture and Forest Economy: Boosting tribal and farmer incomes via innovation in rural livelihoods.
Tourism and Handicrafts (HHH Model): Creating jobs for women and artisans by promoting rural tourism.
Digital Governance: Enhancing transparency and citizen services through real-time scheme tracking.
Tribal Rights and Social Justice: Simplifying land ownership for tribal families and securing their future.

With its clear roadmap and robust policy framework, Chhattisgarh is positioning itself as a national leader in inclusive, tech-enabled, and industrial growth. CM Sai concluded his address by stating:
