Who is Adil Ahmed Thoker? His journey from Kashmir to Pakistan and back to Kashmir: Adil Ahmed Thoker, the alleged mastermind behind the April 22 Pahalgam massacre that left 26 people dead, has emerged as a key figure in the recent resurgence of cross-border terror in Jammu and Kashmir. Thoker, a native of Gurre village in Bijbehara, Anantnag, reportedly spent six years in Pakistan, where he received ideological and paramilitary training before re-entering India with a group of terrorists late last year.
From Gurre Village to Pakistan: Radicalised Youth Turned Militant
Thoker’s journey into terror began in 2018 when he left his hometown on a student visa to Pakistan, the NDTV reported.
According to intelligence officials, Thoker had already been radicalised before his departure, maintaining contacts with individuals associated with banned terrorist groups. After arriving in Pakistan, he disappeared from all communication channels, including with his family, and remained untraceable for nearly eight months.
Security agencies believe that during this time, Thoker came under the influence of Lashkar-e-Taiba (LeT) handlers and was put through extensive training in militant operations, both ideological and physical. His digital footprint vanished, and surveillance teams operating in Bijbehara failed to yield any new leads.
Covert Re-entry and Infiltration Operation
In October 2024, Thoker resurfaced in Indian intelligence dossiers after he infiltrated back into Jammu and Kashmir through the remote and treacherous Poonch-Rajouri sector. The terrain—marked by steep hills and thick forests—has long been exploited for illegal crossings.

Sources say Thoker wasn’t alone. He was accompanied by at least three others, including a Pakistani national identified as Hashim Musa alias Suleman. Intelligence believes Thoker played a critical role in facilitating their infiltration, using terrain knowledge and covert networks developed before his departure.
Once across the border, the group avoided traditional communication routes, staying off-grid and navigating through mountainous tracks. The NDTV also reported that Thoker was briefly traced to Kishtwar before disappearing again, likely using the routes via Tral or other remote belts to reach Anantnag.
Safe Houses and Attack Planning in Anantnag
After arriving in Anantnag, Thoker went underground. Intelligence reports suggest he provided shelter to at least one of the Pakistani terrorists he had infiltrated with. Operating from hidden forest encampments or isolated village shelters, he began reviving contact with dormant terror cells in South Kashmir.

This phase also saw a gradual increase in tourist activity in Baisaran meadow following the end of the annual Amarnath Yatra. The terrorists, intelligence believes, were looking for a high-casualty, high-visibility attack—and the return of tourists offered them the opportunity.
The Pahalgam Massacre: A Chilling Execution
On April 22, around 1:50 PM, Thoker and his team launched a coordinated strike on Baisaran meadow. Armed with assault rifles, they moved in from the dense pine forests and opened fire on groups of unarmed tourists.
Survivor accounts reveal chilling details. Victims were questioned about their religion and, in some cases, asked to recite Islamic verses. Those who hesitated or refused were shot point-blank. Many of the deceased had gunshot wounds to the head. The brutality and planning behind the ten-minute attack left security agencies stunned.
The toll was grim—25 tourists and one local pony operator killed, and two security personnel, including a Navy sailor and an IB officer, also lost their lives in the ambush.
Thoker Officially Named, Massive Manhunt Underway
Jammu and Kashmir Police have officially named Adil Ahmed Thoker as one of the three main suspects in the Baisaran attack. The other two identified are Pakistani nationals—Hashim Musa alias Suleman and Ali Bhai alias Talha Bhai. Their sketches have been released, and a cash reward of ₹20 lakh has been announced for information leading to their arrest.

Security forces have launched extensive combing operations across Anantnag, Pahalgam, and surrounding forest belts. On Thursday night, explosive-laden houses belonging to Thoker and another accused, Asif Sheikh of Tral, were destroyed in controlled detonations after being declared unsafe. Authorities suspect these houses were either used to store explosives for future attacks or as fallback safehouses.
Asif Sheikh is currently under the scanner for providing logistical or technical support, though his full role is still being investigated.
The Bigger Threat
Thoker’s reappearance and orchestration of a deadly terror attack after years of absence highlights the persistent threat posed by cross-border radicalisation and infiltration. It also signals a renewed push by terror groups operating from Pakistan to destabilise peace in Jammu and Kashmir by targeting civilians, particularly in high-tourist zones.
With the summer season approaching and tourism expected to peak, security agencies remain on high alert to prevent any further tragedies of this scale.
