In a proud moment for Jharkhand, the state has been honored with the National Award for Best Performing State in elections for the first time. This prestigious accolade was presented by the President of India Droupadi Murmu, during the National Voter’s Day celebrations held at Zorawar Auditorium, Manekshaw Center, New Delhi. The Chief Electoral Officer of Jharkhand, K Ravi Kumar, accepted the award on behalf of the state.
Recognition for Excellence in Electoral Performance
During the event, Kumar expressed his gratitude to all the stakeholders who contributed to the successful conduct of the Lok Sabha and Assembly Elections 2024. He stated, “The credit for the free, fair, and peaceful conduct of Lok Sabha and Assembly Elections 2024 goes to all the stakeholders of the election work. Today the state has achieved this due to the combined efforts of all of us.” He extended his thanks to the voters, BLOs, polling personnel, police officers, security forces, political parties, and media personnel who played a crucial role in ensuring the elections’ success.
Innovations and Inclusive Measures in Elections
Under the leadership of Kumar, several innovative measures were implemented to improve the election process in Jharkhand. These initiatives focused on making the voter list integrated, inclusive, and error-free.

BLOs conducted multiple rounds of verification, ensuring every eligible voter was accounted for. Special campaigns were organized to include PVTG (Particularly Vulnerable Tribal Groups) voters in the voter list. Stickers were also pasted on houses to mark verified voters.
Polling stations were equipped with assured minimum facilities, including electricity, water, toilets, wheelchairs, and ramps for differently-abled and senior citizens. In remote areas, polling stations were set up in villages, and vehicles were arranged for voters whose polling stations were located over two kilometers away. Notably, many voters in Naxal-affected areas were able to vote peacefully for the first time.
Technology-Driven Management for Smooth Elections
A vehicle management system was introduced to minimize traffic disruption during polling. Over 1,20,000 trained volunteers assisted voters at polling stations, ensuring effective queue management and aiding elderly and differently-abled voters. CCTV cameras were installed at all checkposts, and webcasting technology was used to monitor polling booths inside and outside, ensuring a secure voting environment.

Under the SVEEP (Systematic Voters’ Education and Electoral Participation) program, extensive voter awareness campaigns were conducted. Hashtag campaigns on social media and booth-level awareness groups motivated voters to participate actively. These efforts resulted in a significant increase in voter turnout, including a remarkable rise in women voters’ participation. The Lok Sabha and Assembly elections recorded the highest voting percentages in the state’s history.

The recognition of Jharkhand as the Best Performing State highlights the collective efforts and innovations undertaken to enhance the electoral process. From ensuring inclusivity to leveraging technology and fostering voter awareness, Jharkhand has set a benchmark for other states. This National Award is a testament to the state’s commitment to democratic excellence and its relentless pursuit of free, fair, and peaceful elections.
