Free textbook distribution for minority schools in Jharkhand | In a major step to promote equitable access to education, the Jharkhand government has approved the free distribution of textbooks and notebooks to all students enrolled in class 9 and 10 across government-aided minority secondary schools, madrasas, and Sanskrit schools.
The initiative underscores the state’s commitment to improving learning resources for students from all communities and educational backgrounds.
Free Books and Notebooks for Minority and Traditional Schools
According to the government directive, students of all categories studying in class 9 and 10 in non-government aided, minority, madrasa, and Sanskrit secondary schools will receive free textbooks and notebooks.
This decision on free textbook distribution for minority schools in Jharkhand is aimed at ensuring that financial constraints do not hinder students from accessing essential academic materials, particularly in minority and traditional education institutions.
In a further push toward academic excellence, the government has also approved the printing and distribution of Science Magazines for classes 9 to 12 and Competitive Exam Magazines for classes 11 and 12 in all government schools. These magazines are designed to enhance students’ understanding of key concepts and prepare them for entrance exams in fields like engineering, medicine, and public services.

The cabinet also approved the formation of Jharkhand’s first State Water Resource Commission. This body will oversee the assessment, development, and management of water availability and usage across the river basins in the state, aligning with the vision of sustainable and integrated development.
Other Key Approvals
Approval was granted for the formation of the Jharkhand Manpower Procurement (Outsourcing) Manual, 2025, which will standardize the state’s outsourcing policies.
Sanction was given to promote two clerks, Rajiv Ranjan Chaubey and Afzal Hasnain Haqqi, from district supply offices in Ranchi to junior secretariat assistant roles under the Jharkhand Secretariat Clerical Cadre.
The appointment of Mr. Vikesh as District Judge in the Jharkhand Superior Judicial Service through direct recruitment was also approved based on recommendations from the Jharkhand High Court.

The state sanctioned ₹22,07,722 for the reconstruction of a Community Health Centre in Itkhori (Chatra district), with funds to be recovered from previous misappropriations.
Approval was given to table the Comptroller and Auditor General’s (CAG) Audit Report on Jharkhand’s financial performance for the year ending March 31, 2024, in the upcoming assembly session.
The government has accepted the regularization of service and ACP/MACP benefits for retired employee Ram Vilas Singh, following a High Court order.
