In the wake of the alleged rape of a 4-year-old minor in the national capital by her tuition teacher’s brother, Delhi Law Minister Atishi shot off a letter to Lieutenant Governor V K Saxena on Sunday. In her letter, Atishi pointed at the “deteriorating law and order situation” of Delhi and raised concerns over the safety of women in the city.
Citing LG’s constitutional obligations of Police and Public Order, as mandated in Article 239AA, the Delhi Minister demanded swift and strictest possible action against the perpetrators of crime to ensure the safety of women in Delhi. Atishi alleged an absence of fear of Delhi Police among criminals and said they brazenly commit violent crimes against women and children and have no fear of quick and strong action by the Delhi Police.
The minister stated that Article 239AA of the Indian Constitution confers special status to the National Capital Territory of Delhi. “The LG is responsible for police, land, and public order matters. He must fulfil is constitutional responsibility and provide a safe city for the women in the city,” Atishi said in a tweet.

What Delhi Police said
Meanwhile, Delhi Police, while condemning the incident, said that the crime deserves no mercy. The law enforcement agency said it has acted with utmost alacrity and sensitivity in the matter. The police also said that the accused has been arrested, produced before a court and remanded to judicial custody.
The police said that the victim has been provided medical assistance at the All India Institute of Medical Sciences (AIIMS), New Delhi, and is presently recuperating under expert medical care.
Her counselling is being carried out and criminal psychologists are attending to her so that she recovers from the trauma at the earliest, the police said.
The police further added that a team of experienced investigators is working on the case and added that requests shall be made for appointing a Special Prosecutor to present a robust case before the trial court. It added that the Delhi High Court shall be requested on the administrative side to assign the case to a fast-track court with a mandate to carry out a day-to-day hearing of the matter for earliest possible conviction of the accused with maximum possible sentence.
AAP reaction to Delhi rape case
The Aam Aadmi Party (AAP) has said it will gherao the police station concerned on Monday to protest the alleged rape of the minor.
AAP MLA Kuldeep Kumar, who is also the AAP Lok Sabha candidate from East Delhi, stated, “The law and order situation in Delhi is continuously collapsing. Incidents like murder, extortion, rape and theft are increasing day by day. Now another case has come to light in which a 4-year-old girl was raped. It is saddening that the Delhi Police are more involved in checking the movement of the Aam Aadmi Party rather than fulfilling their duty of safeguarding the citizens of Delhi. The LG should worry about the safety of the people of Delhi, visit the police stations at night, and provide a safe environment to the people of Delhi instead of targeting the AAP.”
