Just days before the first phase of the Bihar assembly elections 2025, the National Democratic Alliance (NDA) unveiled its manifesto — a sweeping document packed with ambitious promises of employment, infrastructure growth, and social welfare.
Released in Patna by BJP chief JP Nadda and Chief Minister Nitish Kumar, the ‘Sankalp Patra’ pledges to create 1 crore government jobs, empower women through financial schemes, and transform Bihar into a global hub for education and industry.

“This manifesto is our commitment to make Bihar prosperous, self-reliant, and empowered,” said BJP President JP Nadda, launching the manifesto alongside senior alliance leaders.
1 Crore Jobs, Skill Hubs, and Youth Empowerment
The NDA’s biggest promise centers on employment generation in a state known for large-scale migration. If re-elected, the alliance says it will conduct a statewide skill census to provide every youth with skill-based employment opportunities.
“We will establish Bihar as a global skilling centre with mega skill centres in every district,” the manifesto declared.
The government also plans to build multiple ‘Centres of Excellence’ for sports across the state, including in the upcoming Bihar Sports City.
Under the Chief Minister’s Women’s Employment Scheme, the NDA will offer financial assistance of up to ₹2 lakh to women entrepreneurs. The alliance aims to make 1 crore women ‘Lakhpati Didis’, helping them earn over ₹1 lakh annually.
Additionally, a ‘Mission Crorepati’ initiative will help women-led enterprises scale up to crore-level revenues — a major push toward gender-focused economic independence.

Infrastructure Boom: 4 International Airports and 7 Expressways
The NDA’s manifesto promises a massive infrastructure overhaul, with seven new expressways, modernization of 3,600 km of railway tracks, and four new international airports in Patna, Darbhanga, Purnia, and Bhagalpur.
Metro rail networks will come up in four cities, while air connectivity will expand to 10 more towns.
Plans also include factories, 10 new industrial parks in every district, 100 MSME parks, and over 50,000 cottage industries.
A defence corridor, semiconductor manufacturing park, world-class medicity, and medical colleges in every district further underline the manifesto’s industrial ambition.
Agriculture: Higher Support and a ₹1 Lakh Crore Push
The manifesto pledges to guarantee MSP for all crops and launch the Karpuri Thakur Kisan Samman Nidhi, which will give farmers ₹3,000 more annually, raising total support to ₹9,000.
Fishermen will also receive ₹9,000 annually, double the existing amount. The NDA plans to invest ₹1 lakh crore in agricultural infrastructure, irrigation, and food processing units.
The NDA has promised free and quality education from KG to PG for poor families, along with nutritious breakfast and midday meals in schools.
A new Education City will host global university campuses, opening Bihar to international collaborations.
For Scheduled Caste (SC) students, residential schools will be set up in every subdivision. SC students pursuing higher education will receive ₹2,000 monthly assistance, while EBC students will get up to ₹10 lakh in support.
Spiritual Tourism and Heritage Development
The NDA also aims to promote Bihar’s spiritual heritage. The birthplace of Mother Janaki (Sita) will be developed as ‘Sitapuram’ — a world-class spiritual city.
The government also plans to construct Vishnupad and Mahabodhi Corridors, and enhance Ramayana, Jain, Buddhist, and Ganga Circuits, integrating religion and tourism for sustainable growth.
The manifesto reaffirms the NDA’s welfare agenda — free ration, 125 units of free electricity, free medical treatment up to ₹5 lakh, and social security pensions under the PM Awas Yojana.
Additionally, 50 lakh new pucca houses are planned to ensure shelter for every poor family.
