In a significant development, the Taliban has appointed Ikramuddin Kamil, a young Afghan student who has been studying in India, as Acting Consul at Afghanistan’s Consulate in Mumbai. This marks the Taliban regime’s first appointment in India since taking control of Afghanistan in 2021 — a regime New Delhi has not officially recognized.
Background of the Appointment
Kamil, who has been studying in India for seven years under a scholarship provided by India’s Ministry of External Affairs, is reportedly based in Mumbai and has already begun fulfilling his diplomatic duties. The announcement of his appointment was made by Sher Mohammad Abbas Stanikzai, the Taliban’s deputy foreign minister for political affairs, on social media platform X.
The move follows recent discussions in Kabul between a delegation from India’s Ministry of External Affairs, led by JP Singh, and Taliban officials, including Mullah Mohammad Yaqoob, Afghanistan’s acting defence minister.
India’s Position and Reaction
The Indian government has yet to make an official statement on the appointment, though sources in the Ministry of External Affairs indicate they regard Kamil as an Afghan national providing consular services for Afghans in India, rather than acknowledging any Taliban affiliation. This cautious approach aligns with India’s stance of not recognizing the Taliban as the legitimate government of Afghanistan.

Sources also explained that due to the departure of most Afghan diplomats who had been appointed by the previous Afghan government and who have since sought asylum abroad, the Afghan consulate in Mumbai had limited staff to address the needs of Afghans residing in India.

With a large Afghan community in India in need of consular assistance, the appointment of Kamil addresses a critical gap. The MEA source stated, “A young Afghan student, familiar to the MEA and who has studied in India for seven years, has agreed to function as a diplomat at the Afghan Consulate. As far as his affiliation or status is concerned, for us, he is an Afghan national working for Afghans in India.”
