New Delhi: The Aam Aadmi Party-led Delhi government on Monday presented its tenth Budget with an outlay of Rs 76,000 crore for the financial year 2024-25. Here’s a quick look at the major announcements in the Delhi budget and how much fund was allocated in each sector.
Major announcement
The Arvind Kejriwal government will give Rs 1,000 to every woman above the age of 18 years in Delhi every month under the Chief Minister Mahila Samman Yojana.
Education
Overview:
- As many as 38 schools of Specialized Excellence launched in 2021-22
- Armed Forces Preparatory School, Delhi Sports School and Delhi Model Virtual School also launched
- Three new universities launched – Delhi Skills and Entrepreneurship University, Delhi Teachers University, and Delhi Sports University.
- Out of the first batch of 76 students from Armed Forces Preparatory School, 32 have passed the written examination of the National Defence Academy (NDA) conducted by the UPSC.
- As many as 2,121 children studying in Delhi Government schools have cleared the JEE and NEET exams in 2023-2024
- In the last three years, more than four lakh children have taken admission in Delhi government schools, forsaking private schools.
- Six new university campuses opened since 2016

Budget of Rs 16,396 crores proposed for the Education sector. Some of the key components are –
- Rs 100 crores allocated to SCERT (State Council of Educational Research and Training).
- Rs 150 crores proposed for the construction of new schools and classrooms
- Rs 45 crores proposed for the maintenance of existing classrooms.
- Rs 42 crores has been proposed for SoSEs this year
- Rs 12 crores allocated for Delhi Model Virtual School.
- Rs 40 crores allocated for School Management Committees.
- Rs 40 crore provision has been made for the entrepreneurship development program
- Rs 6 crores allocated for ‘Chief Minister Super Talented Coaching Scheme’
- Rs 118 crores proposed for sports education
- Rs 1212 crores proposed for higher education and technical education.
- Rs 15 crores proposed for “Business Blasters Senior”.
- Health
Overview:
- Under the Delhi Government, there are 38 hospitals where treatment is provided free of cost to more than 81,000 OPD patients daily and 65,806 IPD patients monthly.
- Delhi has as many as 530 Mohalla Clinics where every day 64,000 people receive free medicines, tests and treatment. So far, Mohalla Clinics have conducted more than seven crore OPD (Outpatient Department) visits.
- Inception of free diagnostic tests: 5,66,000 tests conducted so far.
- ‘Farishtey Dilli Ke’ scheme has saved the lives of 22,000 people.
- People can now avail 1,580 different types of free surgeries through a new policy – under which, if a patient in any Delhi government hospital is unable to get a surgery appointment within a month, they can opt to get their surgery done in any private hospital, and the entire cost will be borne by the Delhi government.
Budget of Rs 8,685 crores proposed for the health sector. Some of the key components are –
- Rs 6,215 crores proposed for hospitals to maintain good facilities
- Rs 212 crores allocated for providing medical treatment through the Mohalla Clinics.
- Rs 658 crores allocated to ensure an adequate supply of essential medicines in Delhi Government hospitals for this fiscal year.
- Rs 400 crores for the construction of new hospitals and the expansion of existing hospitals through remodeling.
- Rs 80 crores allocated to make free healthcare services available through the Delhi Arogya Kosh.
- Rs 194 crores proposed for the purchase of new ambulances for Centralized Accident and Trauma Services (CATS) in Delhi.
- Women Safety
Overview:
- Approximately 11 lakh women travel for free on our buses every day. From 2019 until now, Arvind Kejriwal has provided women in Delhi the freedom to travel for free on buses 153 crore times.
- Under the Chief Minister’s CCTV Scheme, there are now more than 2.60 lakh CCTV cameras installed in Delhi.
- Under “Mukyamantri Mahila Samman Yojna” in the year 2024-25, every woman above the age of 18 years will receive an honorarium of Rs 1000 per month.
- Until 2014, there were 66,000 streetlights on PWD roads, but today, on 1,400 km of PWD roads in Delhi, there are 87,000 lights, meaning there are more than 62 lights per kilometer
- As many as 933 girls from Delhi government schools have passed the NEET exam, and 123 girls have passed the JEE exam
Budget outlay of Rs 6,216 crore for various schemes under the Social Welfare Department, Women and Child Development Department and SC/ST/OBC Welfare Department. Some of the key components are –
- Around 9.03 lakh beneficiaries of financial assistance schemes are receiving pensions ranging from Rs 2,000 to Rs 2,500 every month. Budget of Rs 2,714 crore proposed for these beneficiaries in the budget of 2024-25.
- Rs 2000 crore for ‘Mukhyamantri Mahila Samman Yojana’ for the welfare and empowerment of women from 2024-25. Under this scheme, every woman above 18 years of age will get an amount of Rs 1000 per month.
Teerthyatra
Under the Mukhya Mantri Teerthyatra Yojna, 87,000 elderly people and their families have gone on pilgrimages through 92 trains since 2019.
Nutrition
Overview:
- Through 10,897 Anganwadi centres, nutritional needs of 8 lakh women and children are managed.
- 11 state-of-the-art, clean, and world-class kitchens established for this purpose
- Nutritious meals provided to over 20 lakh children under the Mid-day meal scheme.
- Malnutrition reduced by up to 91.5% since 2014
- DUSIB, provides nutritious meals twice a day for approximately 17,000 individuals living in 198 shelter homes. During winters, this number increases to more than 20,000.
- Allocation of Rs 664 crores for all the nutrition-related schemes.
- Through 10,897 Anganwadi centers, nutritional needs of 8 lakh women and children are managed.
- 11 state-of-the-art, clean, and world-class kitchens established for this purpose
- Nutritious meals provided to over 20 lakh children under the Mid-day meal scheme.

Honouring martyrs
- In the past nine years, the Kejriwal Government has provided an ex-gratia amount of Rs 1 crore to families of 35 martyrs.
- Families of 92 COVID warriors who sacrificed their lives during the pandemic have received Chief Minister’s assistance and ex-gratia of Rs 1 crore each.
Justice for all
- More than 6.22 lakh people have received documents through the 1076 helpline under doorstep delivery scheme
- The number of people receiving free legal services through Delhi State Legal Services Authority (DSLSA) was only 33,000 in 2016, while during 2022-23 this figure increased almost four times, reaching 1,25,000.
- Four state-of-the-art court complexes to be built in 2024-25 in Rohini, Karkardooma, Shastri Park, and Rouse Avenue.
- In the fiscal year 2014-15, the budget for the justice system was ₹ 760 crores, and in 2024-25, it has increased by nearly 4 times, reaching ₹ 3,098 crores. Some of the key components are –
- Construction of 4 new court complexes, whose total cost is Rs 1,108 crore
- Rs 100 crores earmarked for new scheme of hybrid hearings in district courts
Rozgar
- Over 10,000 students from our 19 ITIs secured jobs in renowned companies such as Toyota, Maruti, Microsoft, etc.
- In the academic year 2023-24, the placement rate of IGDTUW was recorded at 85%. This year, the highest salary package secured here was Rs 82 lakhs rupees.
- Under Business Blasters, in the academic year 2023-24, around 2,40,000 students formed 38,000 teams and worked on their business ideas!
Power
Overview:
- In 2023-24, Delhi successfully met its peak power demand of 7,438 MW without any load shedding.
- More than 22 lakh families receive zero electricity bills and 40.22 lakh domestic electricity consumers are getting the benefits of electricity subsidy from the Delhi Government
- About 30% of Delhi’s power supply comes from green and renewable energy.
- Solar rooftop plants are installed on the roofs of 1280 Government buildings in Delhi, and by 2024-25, every building under the Delhi Government will have solar plants on its roof. The Delhi Government aims to have solar plants on the roofs of every building belonging to Delhi Government, with a target of 4500 MW, or 25% of the total power supply, coming from green energy by 2027.
Budget of Rs 3,353 crore proposed for the power sector for the year 2024-25. Some of the key components are –
- In 2023, around 3.41 crores zero electricity bills were issued to consumers. This subsidy scheme will continue this year also.
- “Delhi Solar Policy-2023” proposed, which is currently in the process of gazette notification. As per the Policy, any consumer who uses more than 400 units of electricity, will receive zero bills if they install adequate solar panels.
Water
- Today, approximately 62.5 percent of homes in Delhi, which is around 17 lakh families, receive water completely free of cost.
- After 2014, the Kejriwal Government has laid 2422 kilometers of new water pipelines and 3100 kilometers of new sewer pipelines.
- 99.6% of unauthorized colonies have water pipelines.
- Water availability in Delhi has increased from 840 MGD to 1009 MGD.
- Budget of Rs 7,195 crores proposed for the Delhi Jal Board in the fiscal year.
