Regularise services of contractual employees with unification of MCDs: Odisha MP

New Delhi: Vice-president of Biju Janata Dal (BJD) MP Prasanna Acharya on Tuesday argued in the Rajya Sabha that the services of the municipal staff should be regularised to make the functioning of the unified corporation more effective. The BJP Rajya Sabha MP was taking part in a discussion on the MCD Unification Bill, 2022 which was introduced by Union Home Minister Amit Shah in the Upper House.

Speaking in the Rajya Sabha, Acharya said that there are nearly 1.5 lakh staff working with all the three corporations and most of them are not regularised. “Even after working for 15 years, services of doctors, paramedical staff and primary teachers have not been regularised. During the Covid-19 period, doctors put every effort to save lives but they are still not getting the benefits like the ones received by the regular staff,” he said, adding, “How will a unified corporation be efficient when its contractual employees will not get salaries and other benefits equal to the permanent employees?”

The Member of Parliament (Rajya Sabha) also raised the question of funding and financial wellbeing of the corporation. “The power is taken over by the Centre and it is funded by the state government. How can we expect the revenue of the unified corporation will go up?” he asked.

He also demanded the government to take all things into consideration. “Government is arguing that the financial condition of the corporation is weak but it was weak even before the trifurcation. It was in loss even before the trifurcation,” he said.

Parliament on Tuesday passed the Delhi Municipal Corporation (Amendment) Bill-2022 to unify the three civic bodies in the national capital. The Bill, passed by Lok Sabha last week, is aimed at ensuring a synergised and strategic planning and optimal utilisation of resources.
