The Ahmednagar District Hospital in Maharashtra has officially certified that probationary Indian Administrative Service (IAS) officer Puja Khedkar is suffering from depression and myopic degeneration in both eyes. This certification, which indicates a 51 percent disability, comes amidst a controversy regarding Khedkar’s conduct and subsequent transfer from Pune to Washim.

The Indian Express quoted Dr. Sanjay Ghogare, the Ahmednagar District Civil Surgeon, that the report certifying Khedkar’s disability has been submitted to District Collector S Salimath and will also be forwarded to the Nashik divisional commissioner.

Medical Evaluation and Certification

The hospital report detailed that the medical evaluations of Puja Khedkar, began with an examination on April 25, 2018, by Dr S V Raskar, an ophthalmic surgeon. Dr. Raskar diagnosed Puja Khedkar with “BE High Myopia with myopic degeneration,” which accounted for a 40 percent permanent disability in her vision, leading to the issuance of a disability certificate.

Further assessment on January 18, 2021, by psychiatrist Dr. Yogesh Gadekar and clinical psychologist Minal Katkol, revealed that Puje Khedkar was also suffering from depression.

Using the Indian Disability Evaluation and Assessment Scale, her mental health condition was determined to contribute an additional 20 percent disability. Consequently, an auto-generated total disability of 51 percent was certified, and a corresponding certificate was issued.

Verification and Controversy

The authenticity of these certificates was verified and deemed correct. As per the norms, the low vision of Puja Khedkar accounts for 40 percent of her disability, while her depression, classified as a temporary condition lasting three years from the date of issue, contributes an additional 20 percent.
