Jharkhand Chief Minister Hemant Soren has issued clear directives to all government departments to identify at least three public welfare schemes each for the fiscal year 2025-26 that can be fully implemented and dedicated to the people of Jharkhand within 12 to 18 months. The Chief Minister emphasized that these schemes must be launched and executed on the ground within the stipulated timeframe and any operational hurdles must be resolved swiftly and completely.
The directive came during a high-level review meeting at the Jharkhand Ministry today, where the Chief Minister assessed the progress of various departmental initiatives alongside Additional Chief Secretaries, Principal Secretaries, and Secretaries. He urged all departments to not only focus on planning and launching schemes but also maintain high levels of efficiency across all fronts to ensure the state’s rapid development.
“No Room for Negligence in Implementation,” Warns CM Soren
During the review, Chief Minister Soren stressed the importance of transparency and accountability in selecting and executing these projects. “The benefits of these schemes must directly reach the people. There will be zero tolerance for negligence or delay,” he asserted.
The CM directed departments to ensure all required resources are arranged and that every initiative is designed to meet real community needs. “Government schemes must touch every household without fail,” he added.
Focus on Transparent, Effective, and Impactful Projects
Calling for “strong, positive, and result-driven efforts,” the Chief Minister instructed departments to prioritize schemes that are not only feasible but visible in impact. “The faster and more effectively these schemes reach the public, the stronger the people’s trust in the government will be,” he remarked.
He also advised that departments aim to complete the schemes ahead of schedule wherever possible, especially for time-sensitive programs.

Seasonal Priorities: Drinking Water, Monsoon Preparation, and Educational Supplies
Soren laid special emphasis on seasonal necessities. He instructed that before the summer heat peaks, drinking water arrangements must be secured. Similarly, monsoon-related water management systems should be ready before the rains arrive, and blanket distribution programs must be completed before winter sets in.
Additionally, the Chief Minister directed the education department to ensure that all textbooks, learning materials, and bicycles are distributed to students before the new academic session begins.
Hassle-Free Issuance of Basic Certificates
The Chief Minister also addressed recurring complaints about delays and bureaucratic hurdles in obtaining essential documents like income, caste, residential, birth, and death certificates. Soren expressed serious concern, calling the current state of affairs unacceptable. “These documents are directly linked to people’s lives and rights. The system must be streamlined so that citizens do not face avoidable delays or harassment,” he said.
Departments Must Focus on Both Spending and Resource Mobilization
Soren reminded officials that while state flagship schemes are being rolled out, securing sufficient funding is equally important. “Departments must not only spend their allocated budgets wisely but also explore avenues to mobilize additional resources. Sustainable development is only possible when resources and strategies go hand in hand,” he added.
The high-level review meeting was attended by Chief Secretary Alka Tiwari, Additional Chief Secretary to the CM Avinash Kumar, along with Additional Chief Secretaries, Principal Secretaries, Secretaries from various departments, and several other senior officials.
