The Congress party has released its election manifesto for the upcoming October 5 Haryana Assembly elections, promising a host of welfare measures aimed at various sections of society. Among the key promises is a Rs 2,000 monthly assistance to women aged 18-60 and a statewide caste survey, underscoring the party’s focus on social justice and inclusivity.

The manifesto was unveiled at an event in Delhi, attended by Congress party chief Mallikarjun Kharge. Highlighting the party’s commitment, Mallikarjun Kharge said, “We are making seven guarantees, and we will fulfill them. We have many more promises that will be detailed in the 53-page manifesto to be released in Chandigarh.”

Key pledges in the manifesto include:

LPG Cylinders at Rs 500: To make cooking more affordable for households.

Pension of Rs 6,000: Targeted at the elderly, widows, and persons with disabilities, ensuring a social safety net.

Old Pension Scheme: Reinstating the scheme for government employees.

300 Units of Free Electricity: Aimed at reducing the financial burden of electricity costs on families.

Free Medical Treatment up to Rs 25 Lakh: Making healthcare more accessible and affordable.

2 Lakh Jobs: Creating employment opportunities for the youth and working towards an addiction-free state.

Housing and Agricultural Support

The Congress manifesto also addresses housing for the economically weaker sections by promising free 100-yard plots for the poor to build homes. Additionally, there is a plan to provide two-room homes at a subsidized rate of Rs 3.5 lakh.

For the agricultural sector, the party has assured a legal guarantee for the Minimum Support Price (MSP) for crops and immediate compensation for crop damage. This move aims to support farmers and address their ongoing concerns.

Commitment to Social Justice

As part of its focus on social justice, the Congress has pledged to raise the creamy layer threshold in the Other Backward Classes (OBC) category from Rs 8 lakh to Rs 10 lakh a year. The party has also committed to conducting a statewide caste survey if it comes to power in Haryana, a step aimed at ensuring fair representation and resource allocation.

Haryana Congress chief Udai Bhan emphasized that Haryana was a frontrunner in development during the Congress’ previous rule. “The Congress will again make Haryana No. 1 in employment, industrialization, agriculture, sports, and law and order,” he said, highlighting the party’s plan to tackle issues that have emerged during the BJP’s governance.

The Congress is gearing up to challenge the ruling BJP in the upcoming elections for Haryana’s 90-member Assembly, with the counting of votes scheduled for October 8. In the last state election in 2019, the BJP emerged as the single-largest party with 40 seats, while the Congress won 31 seats. Buoyed by its recent performance in the Lok Sabha elections, the Congress is now optimistic about making a comeback in Haryana.

The manifesto’s wide-ranging promises signal the Congress’ strategy to address various segments of society, from women and youth to farmers and the economically disadvantaged, as it aims to regain the political ground in the state.
